Moscow Format Elevates Taliban, Unites Region Against Foreign Bases in Afghanistan

The bloc set a red line against foreign bases in Afghanistan to counter US calls to retake Bagram.

Overview

  • Afghanistan joined the Moscow Format as a full participant for the first time, with Acting Foreign Minister Amir Khan Muttaqi attending the talks in Moscow.
  • The joint statement deemed any attempt to deploy military infrastructure in Afghanistan or neighboring states unacceptable, directly rebuffing President Donald Trump’s recent push to reclaim Bagram Air Base.
  • Participants pledged tighter counter-terrorism coordination, naming TTP, BLA, ETIM, Jaish‑ul‑Adl, ISIL and Al‑Qaeda, and insisted Afghan territory must not be used to threaten neighboring countries.
  • Russia pressed for the release of Afghanistan’s frozen assets and condemned Western sanctions as it promoted expanded humanitarian support, depoliticised aid delivery, and regional economic connectivity.
  • Pakistan, China, Russia and Iran held a quadrilateral pre-meeting to align positions, while Islamabad conducted bilaterals to seek increased aid and action against militant safe havens on Afghan soil.
