Moscow Court Registers LGBT 'Propaganda' Cases Against Seven Streaming Executives

The cases reflect ongoing enforcement that holds platform managers liable under expanded 2022 restrictions.

Overview

  • Magistrates’ Court No. 374 in Moscow confirmed it registered seven administrative cases on January 13 targeting managers from Kinopoisk, Wink, Ivi, Amediateka, 24TV, Beeline’s media unit, and Digital Television.
  • Six cases were filed under Part 3 of Article 6.21 of the Administrative Code, with a separate case under Part 2 of Article 6.21.2 naming Digital Television programming director Alexey Bernat.
  • The court said hearing dates have not been set, and officials charged under the cited articles face fines ranging from 200,000 to 400,000 rubles.
  • Several of the named executives have previously been fined in similar cases, including four prior penalties for Vyacheslav Popov and three for Alexander Dunaevsky.
  • The filings build on a 2022 legal package restricting LGBT-related content across goods and audiovisual services and a 2023 Supreme Court decision designating an LGBT movement as extremist.
