Monterrey Forum Sets 10-Year Early Childhood Agenda for Latin America

Concrete pilots plus a regional policy certificate aim to move the region from short-term projects to coordinated, evidence-based implementation.

Overview

  • At Tecnológico de Monterrey, the III Foro Internacional de Primera Infancia convened universities, NGOs, development banks and private sector leaders to align science, policy and action for the next decade.
  • Organizers launched the first implementation of the RAPID Survey outside the United States, starting with 300 families in Colonia Independencia to generate real-time insights on young children and their caregivers.
  • The RAPID effort is designed to guide local decision-making in Nuevo León and, according to organizers, plans to expand to additional communities and states as results come in.
  • A new certificate, Políticas de Primera Infancia en América Latina, developed with Pontificia Universidad Católica de Chile and Universidad de los Andes, will build policy capacity grounded in regional evidence.
  • Speakers highlighted the UNICEF-described policrisis affecting children, urged interdisciplinary research that reflects local realities, and emphasized caring for caregivers as a direct lever for child development.
