Modi to Unveil Rs 62,000-Crore Youth Package on Oct 4, Anchored by PM-SETU, Skill Labs, Bihar Push

A government-owned, industry-managed model with multilateral backing signals a shift to outcome-based skilling.

Overview

  • The centrepiece is PM-SETU, a Rs 60,000 crore plan to upgrade 1,000 government ITIs in a 200-hub and 800-spoke network operated with Anchor Industry Partners and co-financed by the World Bank and ADB.
  • Initial implementation will prioritise ITIs in Patna and Darbhanga, with hubs adding innovation, trainer facilities, production units and placement services while spokes expand access.
  • PM Modi will inaugurate 1,200 vocational skill labs in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 states and UTs, covering 12 sectors and supported by training for 1,200 vocational teachers.
  • Bihar measures include a Rs 1,000 monthly allowance for two years with free skill training for nearly five lakh graduates, an interest-free student credit card up to Rs 4 lakh, and the formal launch of Bihar Yuva Ayog.
  • The programme will also dedicate NIT Patna’s Bihta campus, open Jan Nayak Karpoori Thakur Skill University, lay foundations for PM-USHA facilities at four Bihar universities, distribute over 4,000 appointment letters, and transfer Rs 450 crore in scholarships to 25 lakh students.
