- Prime Minister Narendra Modi proposed the Seafarers Emergency Support Network at the BRICS Summit on Saturday to link maritime authorities and diplomatic missions for distress alerts, medical help, family communication and evacuations.
- Hours after that speech, the Ministry of Ports, Shipping and Waterways published a National Seafarer Emergency Support Network action plan to formalize domestic measures and serve as the foundation for the proposed multilateral network.
- The push responds to at least 15 Indian seafarer deaths this year across the Persian Gulf and the Black Sea and to a wider rise in attacks that has forced shipping companies to withdraw 4,144 Indian crew from the Gulf region by August 18.
- India has already activated concrete tools that the plan builds on, including the DG Shipping 24x7 control centre, the e-Navik digital grievance system, the External Affairs Rapid Response Cell and navy escorts for Indian-flagged tankers.
- New Delhi faces a diplomatic test because key players in the danger zones include BRICS members Russia and Iran, so the network’s success will depend on quick operational links between national control centres, missions and naval assets and on multilateral buy-in.
