Modi Inaugurates Kartavya Bhavan-03, First Common Central Secretariat Building

It marks the relocation of seven ministries into energy-efficient offices ahead of the broader secretariat consolidation scheduled through mid-2027.

Overview

  • Kartavya Bhavan-03 covers 1.5 lakh square metres across two basements and seven floors, consolidating the Home, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas ministries and the Principal Scientific Adviser’s office.
  • The complex targets a GRIHA-4 rating with features including rooftop solar panels generating over 5.34 lakh units annually, rainwater harvesting, zero-discharge wastewater treatment, in-house solid waste processing and EV charging stations.
  • Governance infrastructure encompasses IT-ready workspaces with ID card-based entry, integrated electronic surveillance and a centralised command centre for secure operations.
  • The Housing and Urban Affairs Ministry aims to complete two more CCS blocks by September 2025, finish CCS-10 by April 2026 and wrap up all secretariat buildings and the Executive Enclave by mid-2027.
  • Staff from ageing Bhawans such as Shastri, Krishi, Udyog and Nirman are shifting temporarily as North and South Blocks prepare to be repurposed into the Yuge Yugeen Bharat National Museum.
