Modi Inaugurates ESTIC 2025, Launches ₹1 Lakh Crore RDI Fund to Boost Private R&D

A six-year corpus routed through ANRF to market fund managers will back high-risk private R&D.

Overview

  • The Department of Science and Technology is the nodal ministry, with a Special Purpose Fund inside the Anusandhan National Research Foundation serving as custodian of the corpus.
  • Capital will flow to second-level fund managers such as AIFs, DFIs and NBFCs rather than directly to companies, with investment decisions taken at arm’s length from government.
  • The scheme emphasizes long-term low or zero-interest loans, equity investments and contributions to deep-tech funds while excluding grants and short-term loans.
  • The outlay totals ₹1 lakh crore over six years with ₹20,000 crore earmarked for FY2025–26 from the Consolidated Fund of India.
  • ESTIC 2025 runs November 3–5 in New Delhi with more than 3,000 participants and sessions across 11 thematic areas including AI, semiconductors, energy, health and space.
