MoD Launches Prevention Drive After Survey Finds Pervasive Sexualised Behaviour in UK Military

Senior leaders called the findings “wholly unacceptable,” pledging reforms across the forces.

Overview

  • The first military-wide survey reported that 67% of women experienced generalised sexualised behaviour and 21% faced targeted behaviour, with about 8% reporting non-consensual sexual activity and a third saying they were groped in the past year.
  • Run between May and July 2025, the survey gathered 94,275 responses from regulars and reserves across the Royal Navy, British Army and Royal Air Force.
  • The Ministry of Defence has begun a prevention programme at Catterick Garrison and the naval base in Plymouth, deploying specialist teams to major training sites in northern and southwest England.
  • Plans call for expansion to Cyprus and RAF Halton by 2026 before a wider roll-out across the services.
  • The programme will educate recruits on consent, misogyny and harmful online influences including ‘incel’ culture, as ministers and service chiefs commit to cultural and disciplinary change following criticism of the complaints system.
