MLIT Survey Cuts Moritomo Site Waste Estimate to 5,004 Tons

The sharp revision reignites questions over the 2016 discount used to sell the land.

  • The Osaka Aviation Bureau now pegs removal costs at about ¥630 million, roughly ¥190 million below what the government assumed in 2016.
  • In 2016 the state applied a ¥819 million deduction based on a 19,520‑ton estimate and sold the site to Moritomo Gakuen for ¥134 million.
  • The latest fieldwork examined 79 locations and found debris at 66 points, generally at depths of 0.5–3.5 meters.
  • The Board of Audit in 2017 said the original basis was unclear and produced alternative totals of about 6,200 or about 14,000 tons.
