MLB Institutes Winter Moratorium on Scouting Draft-Eligible Amateurs

League officials say limiting evaluations during the offseason will ease pressure on young pitchers to perform at maximum effort year-round.

  • The Amateur Recovery Period covers high school prospects from Oct. 15, 2025 to Jan. 15, 2026 and college players from Nov. 15, 2025 to Jan. 15, 2026.
  • During the window, club personnel may not attend games, showcases, workouts or training sessions, nor obtain video, ball-tracking, bat-tracking or biomechanical data.
  • The policy applies to draft-eligible players in the U.S., Canada and Puerto Rico, with international prospects and agents outside its scope.
  • Teams must report any unsolicited player video or data within 24 hours, and violations can trigger employee fines or suspensions and club penalties tied to the draft or international signings.
  • Limited exceptions allow viewing in non-baseball settings, attendance by relatives in a non-professional capacity and scouting of certain pre-scheduled games before Jan. 15, while players may continue individual training.
