Málaga to Start ZBE Fines Nov. 30 as Barakaldo Opens Draft to Public and Lleida’s Phase-In Continues

Spain’s low‑emission zones are advancing under the national climate law through locally tailored rules that hinge on DGT labels and whether vehicles are resident‑registered.

Overview

  • Málaga’s 404‑hectare zone ends its sanction‑free year with fines processed from November 30, and cars, motorbikes and vans domiciled in the city retain unrestricted access.
  • Non‑resident cars and motorbikes without an environmental label lose access from November 30, B‑label vehicles keep access until November 30, 2026, and zero, ECO and C remain authorized.
  • For non‑resident vans, access without a label ends November 30, 2027, B‑label access runs until November 2028, and Málaga‑domiciled vans remain exempt from cutoffs.
  • Lleida’s ZBE1, active since January 1, 2025, bars non‑resident, no‑label vehicles on weekdays 07:00–20:00, adds B‑label limits during pollution episodes from 2026, moves to a weekday B‑label ban in 2028 with area expansion toward 2030, and grants non‑residents 24 penalty‑free entries per year until 2028.
  • Barakaldo will unveil a definitive boundary with access, exemption and sanction criteria in public sessions from November 3, aiming to align key elements with Bilbao after missing the 2023 mandate.
