Minpromtorg Publishes Initial List of Locally Made Cars Eligible for Taxi Use

The move gives taxi fleets time to plan purchases under localization rules taking effect in 2026.

Overview

  • The ministry released a primary roster covering more than 20 models from six domestic brands: Lada, UAZ, Sollers, Evolute, Voyah and Moskvich.
  • Named models include Lada Granta, Iskra, Vesta, Aura, Largus and Niva variants; UAZ Patriot and Hunter; Sollers SP7; Evolute I‑PRO, I‑JOY, I‑SKY, I‑JET and I‑SPACE; Voyah Free, Dream and Passion; and Moskvich 3, 3e, 6 and 8.
  • To qualify for taxi registries, vehicles must either meet the government’s localization points threshold or be produced under a special investment contract signed between March 1, 2022 and March 1, 2025.
  • The law applies to cars added to regional taxi registries from March 1, 2026, with deferrals until March 1, 2028 in Kaliningrad and the Siberian Federal District and until March 1, 2030 in the Far Eastern Federal District.
  • The list spans sedans, crossovers, SUVs and seven‑seaters with internal‑combustion, series‑hybrid and electric powertrains, and the ministry says it will update the roster as more localized models reach the market.
