Minnesota Strikes Third Tribal Cannabis Compact With Prairie Island, Opening Wholesale Pipeline

The agreement allows tribally grown products on state-licensed shelves under state-level standards to ease supply shortages.

Overview

  • Gov. Tim Walz and the Office of Cannabis Management announced the compact recognizing Prairie Island’s authority to regulate and sell cannabis.
  • The pact authorizes wholesale sales of tribally grown products to state-licensed businesses, with Prairie Island planning to begin wholesaling next month.
  • Off-reservation operations are limited to eight dispensaries and no more than 30,000 square feet of indoor canopy outside tribal land.
  • Off-reservation sales must meet or exceed state regulations, and the agreement provides for OCM audits and visits to tribal facilities.
  • This is Minnesota’s third tribal-state cannabis agreement after White Earth and Mille Lacs, with officials indicating more compacts are expected soon.
