Minnesota Reinstates South St. Paul Councilmember's Day Care License on Two-Year Conditional Status

The decision follows Dakota County's rescission of a maltreatment finding after prosecutors declined to bring charges.

Overview

  • DHS records show Pam Bakken's family child care license was restored on Sept. 30 with a two-year conditional status and 10 hours of required "Practicing Safe and Healthy Child Care" training.
  • The license had been revoked in July following a Dec. 6, 2024 incident in which a 3-year-old later tested positive for methamphetamine and amphetamines.
  • Investigators initially found Bakken responsible for maltreatment by neglect, but Dakota County later rescinded that determination after her appeal.
  • Prosecutors said they could not prove beyond a reasonable doubt that the ingestion occurred at the day care, and no criminal charges were filed.
  • Bakken remains on the South St. Paul City Council with a term through Jan. 1, 2029 after a recall effort launched earlier this year was suspended.
