Minnesota DNR Sets June 9 Launch for New Electronic Licensing System

The phased rollout aims to modernize a 25-year platform as the agency responds to an April audit that found key parts were not fully prepared.

Overview

  • The DNR confirmed Tuesday that phase one of the electronic licensing system will go live June 9 and will initially handle fishing and hunting licenses.
  • The current system remains in use through 11:59 p.m. on June 1, after which license sales will be paused from June 2 through June 8 and anglers may fish without a license while regulations and bag limits stay in force.
  • An April Office of the Legislative Auditor report found significant readiness risks, saying critical components including the mobile app were not fully prepared for launch and remain public concerns.
  • The DNR and its vendor PayIT say they will staff support centers, publish user guides and how-to videos, and offer in-person agent options to ease the transition for license buyers.
  • Phase two, which will add recreational vehicle and watercraft titling and registration, has no start date yet, and when finished the system is intended to handle millions of transactions and more than 400 products a year.
