Overview
- The Ministry of Education published Resolution No. 612-2026-MINEDU on Sunday, October 11, 2026, making the restriction official and applying it nationwide to public and private early childhood programs.
- The rule forbids personal or recreational phone activities during the school day, including calls, messaging, games, social media, content playback, and taking photos or videos when not tied to a clear educational need.
- Cellphone use can be allowed only as an exception for documented educational needs, health reasons, disabilities or other justified circumstances and must occur under teacher supervision.
- Other electronic devices may be used only as brief, planned teaching tools with a clear learning purpose and direct mediation by teaching staff to complement play, exploration and social interaction.
- Regional education offices, local management units and schools must update internal rules and annual plans and promote family practices that limit screen time and encourage play, reading and physical activity, building on rules recently set for primary and secondary levels.
