Milei Signs Decree Authorizing ARS 220 Billion Advance to Entre Ríos

The year-end lifeline carries TAMAR-linked interest repaid through automatic revenue withholdings following Senate passage of the 2026 budget.

Overview

  • Decree 922/2025, published in the Official Gazette, authorizes an advance of up to ARS 220,000 million for Entre Ríos to be executed in fiscal year 2026 by the Secretariat of the Treasury within the Economy Ministry.
  • Repayment will accrue interest tied to the Argentine Wholesale Rate (TAMAR) and will be executed through automatic retentions of coparticipation transfers under Law 23,548 and other non-earmarked revenues.
  • The order bears the signatures of President Javier Milei, Chief of Cabinet Manuel Adorni, and Economy Minister Luis Caputo, and the General Accounting Office will record it as a Treasury advance.
  • The measure cites Entre Ríos’ temporary inability to meet urgent expenses and debt amortizations, and the amount is under 10% of the province’s annual coparticipation receipts of ARS 2.6 trillion.
  • December also saw discretionary transfers including ARS 9,500 million in ATN funds to Chubut after the 2026 budget cleared the Senate, while a prior ARS 120,000 million advance went to Chaco earlier in 2025.
