Overview

  • The rezoning redesignates 42 blocks between West 23rd and 40th Streets and Fifth and Eighth Avenues for mixed-use development, enabling 9,535 homes including more than 2,800 permanently affordable units.
  • The agreement commits $122 million to support Garment District manufacturing firms and $340 million for parks, transit stations, street safety measures and local healthcare upgrades.
  • It establishes a car-free busway on 34th Street, pedestrianized Broadway sections and expanded bike lanes to improve mobility and safety.
  • This is the first use of the Adams administration’s City of Yes land-use initiative to facilitate high-density residential rezoning in Manhattan.
