Midis Unveils Overhaul of School-Meal Procurement for PAE 2026

The reform installs automatic exclusion filters to keep sanctioned or unaccredited suppliers out.

Overview

  • The 2026 process shifts to a fully open competition with Peru Compras homologating technical specifications to broaden participation and ensure product traceability.
  • Continuous oversight will involve the Comptroller’s Office, the Public Prosecutor’s Office, Digesa, the OECE and the National Society of Industries across selection, production and delivery stages.
  • Purchase committees will now include a representative from the school-meal program to strengthen decision oversight and verify product suitability.
  • Menus will target about 30% of students’ daily caloric needs with balanced proteins, vitamins and minerals, validated by the National Institute of Health and adapted to regional diets with an added nutrition education component.
  • A national diagnostic will upgrade school food-preparation spaces into safe collective services, and the PAE Council unanimously approved the measures with MEF backing ahead of supplier registration and joint supervision rollouts.
