Microsoft Tests Stricter Windows 11 Setup as Insider Builds Drop Local-Account Workarounds

Microsoft says the test change blocks workarounds that skipped critical setup steps.

Overview

  • New Windows 11 Insider Preview builds in the Beta and Dev channels remove the oobe\bypassnro and start ms-cxh:localonly commands used to create local accounts during setup.
  • The Out-of-Box Experience now requires an Internet connection and a Microsoft account to complete installation in these test versions.
  • The change is limited to Insider previews for now, with no confirmed timeline for inclusion in the stable Windows 11 release.
  • Users can still add a local account after installation or continue using existing local accounts, which persist through updates.
  • Reports note that third-party tools such as Rufus currently still enable installations that result in local accounts.
