Microsoft Removes Windows 11 Setup Workarounds, Tightens Account Requirement in Insider Builds

Microsoft says the change prevents critical setup steps from being skipped.

Overview

  • In Windows 11 Insider Preview Build 26220.6772 (KB5065797), Microsoft disabled the oobe\bypassnro and start ms-cxh:localonly commands that enabled local-account creation during setup.
  • Testers must now complete the Out-of-Box Experience online with a Microsoft account before installation can finish.
  • The change applies to the Dev and Beta channels for now and is not yet part of the final Windows 11 release.
  • Local accounts persist after updates, and users can sign out after installation to continue using a local profile.
  • Third-party tools such as Rufus still offer paths to install with local accounts, though new community workarounds remain uncertain.
