Microsoft Details $15.2 Billion UAE AI Expansion, Secures U.S. Licenses for Advanced Nvidia Chips

The program anchors Azure’s regional buildout in Abu Dhabi through local capacity, trusted partnerships and workforce training.

Overview

  • Microsoft outlined a 2023–2029 commitment totaling $15.2 billion, reporting more than $7.3 billion invested to date and over $7.9 billion planned from 2026 to 2029, including more than $5.5 billion in capital spending and about $2.4 billion in local operating costs.
  • The company said it obtained export licenses for Nvidia A100, H100 and H200 units and will deliver the equivalent of more than 80,000 A100 chips to run Azure AI services in the UAE.
  • Brad Smith told Reuters that earlier U.S. approvals enabled about 21,500 A100-class GPUs in the UAE and that the Trump administration cleared roughly 60,400 additional A100 units in September, with shipments expected within months for Microsoft’s own data centers.
  • Microsoft reaffirmed plans to train one million people in the UAE by 2027, including 120,000 government employees, 175,000 students and 39,000 teachers, to expand AI adoption across sectors.
  • The initiative deepens ties with local partners and governance bodies, including a $1.5 billion equity stake in G42, new engineering and AI for Good labs in Abu Dhabi, the Responsible AI Future Foundation with MBZUAI, and an international government guarantee coordinated with the UAE and U.S.
