Michoacán Governor Sends Certified Helmet Requirement to Congress

Overview

  • On July 12 Governor Alfredo Ramírez Bedolla signed an amendment to the Mobility and Road Safety Law and formally sent it to the Michoacán Congress for debate and approval.
  • The proposal adds Article 86 Bis and reforms Articles 107, 121 and 122 to mandate the purchase of a certified helmet when acquiring a new motorcycle or applying for a license.
  • Last year state data recorded 5,796 motorcycle accidents and showed that 35% of traffic fatalities involved motorcycle riders.
  • Officials note that certified helmets meeting NOM-206-SCFI/SSA2 standards can reduce the risk of serious head injuries by more than 70%.
  • Despite a mandatory-helmet law existing in Michoacán only about 20% of riders regularly wear helmets, highlighting compliance challenges addressed by the new measure.
