Michoacán Congress Raises Deaf Community Flag as Advocates Demand Enforceable LSM Access

Advocates urge budgets, certification and bilingual education to turn symbolic gestures into access.

Overview

  • On Sept. 24, legislators in Morelia hoisted the international deaf community flag at the state Congress, a symbol designed by Arnaud Balard, as officials cited INEGI 2020’s 58,000 figure that activists say undercounts the population.
  • Congress leaders Giulianna Bugarini and Brisa Arroyo reaffirmed support for reforms that include constitutional recognition of Mexican Sign Language in Michoacán and proposals for early access to LSM, institutional interpreters and bilingual education.
  • Activists Luz Vega and Yaremi Pérez said legal recognition has not translated into daily access, pointing to shortages of certified interpreters, limited training across institutions and the lack of comprehensive inclusion policies.
  • DIF Morelia promoted practical services by highlighting its Intérprete a Distancia program, which connects residents to LSM interpreters via WhatsApp video for municipal procedures.
  • A public LSM learning day in Morelia’s Plaza de Armas and school activities at CAM Ana Sullivan in Mexicali encouraged residents to learn sign language to improve communication and inclusion.
