Mexico's Telecom Regulator Approves Mandatory Mobile Line Registry Starting Jan. 9, 2026

The policy targets phone-enabled crime by tying every number to a verified identity while carriers, not the federal government, retain user data under Mexico’s privacy law.

Overview

  • The CRT’s plenary unanimously approved the new lineamientos after a public consultation, with publication in the DOF set to trigger immediate entry into force.
  • Telcel, AT&T, Telefónica and Altán Redes have 30 days to deploy registration platforms, after which all operators have 120 days to link their customer bases to verified identities.
  • Lines that remain unregistered will be suspended and limited to emergency calls until registered, and operators face fines ranging from 0.01% to 0.75% of company revenues for noncompliance.
  • Individuals must present an official ID (voter credential or passport) and CURP, legal entities must provide RFC, foreign users register with a passport, and the rules cover both SIMs and eSIMs used in Mexico.
  • The registry spans an estimated 143–158 million active lines, with implementation costs projected above 4,053 million pesos following a 2025 pilot phase.
