  • States must submit 2026–2030 recruitment plans to the Secretariado Ejecutivo, harmonize local laws with national standards, and formalize specialized anti‑extortion units by January 2026.
  • Targets include certified academies by 2028, standardized training across police, ministerial, forensic and penitentiary areas, expanded state and ministerial forces toward 2029, and modernization of 911, 089 and command‑and‑control centers, while officials report a 25% drop in intentional homicides and 32,600 extortion reports with 212 arrests since July.
