Mexico’s Navy Installs New Command Structure, Centralizes Maritime and Port Governance

Enacted under new legal authorities, the overhaul is designed to strengthen maritime security by improving responses to cyber and organized-crime threats.

Overview

  • At a January 16 ceremony in Mexico City, José Manuel Salinas Pérez was installed to lead the new Naval Operations Headquarters, reporting directly to the Alto Mando.
  • The headquarters replaces the Estado Mayor General and assumes operational control of surface, aviation and Marine Infantry units, coordinating nine naval regions and the Gulf and Pacific forces through three subchiefs, four coordinators and 11 specialized sections.
  • Gerardo de Jesús Toledo Guzmán now heads the Subsecretariat for Maritime and Port Affairs, which unifies the Autoridad Marítima Nacional and the Ports and Merchant Marine unit under a single line of command.
  • Carlos Eduardo L’Eglise Escamilla was sworn in as Inspector and Comptroller General, and Vice Admiral Daniel Escobedo Escobedo took command of the newly created Central Naval Region based in the capital.
  • SEMAR says the reorganization implements the updated Organic Law and the Interior Regulations published December 11, 2025, to consolidate governance, streamline decision-making and align with national maritime policy.
