Mexico’s Lower House Receives Sheinbaum’s Water Law Overhaul for Formal Review

  • The Chamber of Deputies formally received President Claudia Sheinbaum’s initiative and its publication in the Gaceta Parlamentaria was requested by Chamber president Kenia López Rabadán after delivery via Interior Secretary Rosa Icela Rodríguez.
  • The proposal would enact a new Ley General de Aguas to update the three-decade-old Ley de Aguas Nacionales and ensure equitable, sustainable access to water and sanitation.
  • The draft defines water as a public good of national interest and creates a Sistema Nacional de Gestión Integral del Agua with coordinated roles across federal, state and municipal governments and participation from communities and Indigenous peoples.
  • It guarantees universal and affordable potable water, bolsters treatment and sanitation infrastructure, and establishes regional programs to protect river basins with high water stress.
  • The initiative revises concessions to prioritize human and domestic use, prohibits the sale or transfer of concession titles, requires unused rights to revert to Conagua, converts the water rights registry into a National Water Registry, and strengthens sanctions with a defined set of water-related crimes.
