• President Claudia Sheinbaum said customs brokers will be held responsible for irregularities in declarations and container contents.
• Customs public servants will also face expanded accountability for operations at entry and exit points.
• A new Customs Council composed of Hacienda, SAT, ANAM and the Anti-corruption Secretariat will issue patents and authorizations and decide suspensions.
• Lifetime patents end, with broker patents and agency authorizations set to 20 years and eligible for a single 20-year extension.
• Brokers must secure certification every three years and fulfill new duties to verify clients’ documents, identity, infrastructure and lack of ties to simulated invoicing, with liability exclusions removed and new grounds for suspension and denial of renewal added.
