Mexico’s Lower House Approves Protections in Gender-Violence Cases Involving Public Officials

The measure now heads to the Senate after the chamber endorsed power-aware protections against abuse by officeholders.

  • The Chamber of Deputies approved the decree with 451 votes in favor to strengthen protections when the alleged aggressor is a public servant.
  • The reform adds a new section to Article 9 of the General Law on Women’s Access to a Life Free of Violence directing legislatures to establish autonomous administrative sanctions for such conduct.
  • It also adds a new section to Article 32 requiring administrative authorities, prosecutors and courts to consider power, subordination and privilege when issuing protection orders.
  • Proposed by Anayeli Muñoz Moreno of Movimiento Ciudadano with backing from the Gender Equality Commission, the initiative seeks to prevent public office from shielding perpetrators or revictimizing women.
  • The approved project was sent to the Senate for debate and possible approval before the changes can take effect.
