Mexico’s Lower House Approves Free Beach Access Bill, Sends Measure to the Senate

The proposal bans entry fees and creates tools to secure and enforce public passage after years of restricted access along the coasts.

Overview

  • Lawmakers voted unanimously with 465 votes to guarantee free, permanent access to beaches and the adjoining federal maritime–terrestrial zone, forwarding the reforms to the Senate.
  • The text prohibits charges, quotas or restrictive conditions to enter beaches, with narrow exceptions for environmental protection, public security, national interest or specific administrative rules.
  • SEMARNAT, in coordination with municipalities, must establish a National Registry of Beach Accesses and require cadastral registration to preserve access points in property records.
  • The reforms mandate at least one free-entry day per week to federally managed protected natural areas, preferably on Sundays or holidays, while respecting biodiversity safeguards.
  • Concessions in the federal maritime–terrestrial zone must ensure public passage, with noncompliance subject to revocation, and SEMARNAT, CONANP and SHCP have 90 days to adjust regulations and fees.
