Mexico’s Foreign Ministry Declares E‑Passport Tender Void After No Bid Meets Requirements

The ministry says it will relaunch the process soon to keep passport issuance running without interruption.

Overview

  • The SRE announced on Dec. 26–27 that the international procurement for comprehensive e‑passport support services was declared deserted because no proposal satisfied all requisites.
  • Officials stated the procedure adhered to the Public Sector Procurement Law and its applicable regulations.
  • The adjudication, initially slated for Dec. 23, was delayed after the draft ruling was sent to the Secretariat for Anti‑Corruption and Good Governance for feedback and moved to Dec. 26.
  • Two bidders participated—Cosmocolor and Interconecta—in consortia with domestic and international partners, with offers reported at about 3.97 billion and 4.27 billion pesos, respectively.
  • The SRE said it will restart the tender soon and pledged uninterrupted service at passport offices in Mexico and at consulates abroad, without giving a relaunch date.
