Mexico’s Biometric CURP Law Awaits Final Publication as Pilots Begin

Publication in the Official Gazette will trigger a 90-day countdown for nationwide rollout with fines for non-compliance.

Overview

  • The Federal Executive must publish the decree in the Diario Oficial de la Federación to enact the reforms and start the 90-day implementation period
  • Pilot enrollment is underway in Veracruz municipalities Xalapa, Coatzacoalcos and Poza Rica to test biometric registration procedures
  • The new credential will embed fingerprints, a facial image, iris scans and an electronic signature to strengthen identity verification and curb fraud
  • RENAPO will manage and protect all biometric data under existing privacy regulations and link records to the Plataforma Única de Identidad and national forensics and missing-persons databases
  • Failure to obtain the biometric CURP within the transition window could incur fines up to 20,000 UMAs, equivalent to more than 2 million pesos
