Mexico’s Biometric CURP Becomes Mandatory, Authorities Face 90-Day Deadline After Official Publication

The reform went into effect with pilot tests in Veracruz, requiring system upgrades across all levels of government within 90 days of publication.

Overview

  • The pilot program in Veracruz municipalities Poza Rica, Xalapa and Coatzacoalcos continues as part of the initial rollout of the biometric CURP.
  • Federal, state and municipal authorities have 90 days from the decree’s publication in the DOF to integrate the new system or risk sanctions.
  • The updated CURP will record ten fingerprints, scans of both irises, a photograph and a digital signature in physical and digital formats.
  • Noncompliant agencies face fines of 10,000 to 20,000 UMA, equivalent to roughly 1.1 to 2.2 million pesos.
  • Secondary regulations from the Secretaría de Gobernación and the Agencia de Transformación Digital y Telecomunicaciones must be issued before the biometric CURP can be rolled out nationwide.
