Mexico’s 2026 Budget Plan Proposes 16% Real Cut to Culture Ministry

Lawmakers now weigh the plan following warnings from cultural groups about preservation risks.

Overview

  • Hacienda’s PPEF 2026 would reduce the Secretaría de Cultura by 1,984 million pesos—a 16.1% real drop versus the 2025 level approved by deputies—and is now before Congress.
  • Inbal is the most affected entity with a proposed decrease of 943.3 million pesos, rolling back part of last year’s legislative additions.
  • Film bodies face trims: Estudios Churubusco would fall to 27,053,638 pesos and the Cineteca Nacional trust to 44,111,290 pesos.
  • The FCE is proposed at 139.2 million pesos—nominally higher yet about 3% lower in real terms—with Educal listed separately at 33.7 million.
  • Canal Once would receive 551.3 million pesos, a 14.6% real reduction from 2025, while Radio Educación (87,508,029 pesos) and the Centro de Capacitación Cinematográfica (31,669,449 pesos) show nominal increases.
