Mexico’s 19S National Drill Debuts Cell‑Broadcast Alert to 80 Million Phones

Officials opened a post‑exercise review to improve the new nationwide alert system.

Overview

  • At 12:00, Mexico carried out the Segundo Simulacro Nacional 2025 under an M8.1 Lázaro Cárdenas scenario, commemorating the 1985 and 2017 earthquakes.
  • For the first time, a cell‑broadcast test reached more than 80 million phones with an “Esto es un simulacro” alert that required no app, data or balance, though wireless emergency alerts must be enabled on devices.
  • The Alerta Sísmica sounded on 14,491 loudspeakers and through C5, radio and TV as offices, schools and transit systems executed evacuation protocols across multiple states.
  • Federal forces activated DN‑III‑E and Plan Marina, with officials reporting deployments of over 88,000 soldiers, 47,000 naval personnel, 142 aircraft, 48 ships and heavy equipment, along with health and utility contingents.
  • Authorities acknowledged reports of phones and speakers that did not alert as expected and said performance data from the drill will be analyzed to address coverage and technical gaps.
