Mexico Temporarily Shuts La Pastora Zoo Over Neglect of Ailing Bear Mina

The federal environmental watchdog cited its legal authority to keep the facility closed until urgent animal-welfare fixes are verified.

Overview

  • Profepa imposed a total temporary closure of Zoológico La Pastora in Guadalupe, Nuevo León, after inspections found severe welfare failures involving a juvenile American black bear named Mina.
  • Specialists documented grave physical decline, malnutrition, skin lesions and ulcers, and a lack of proper rehabilitation protocols during visits conducted September 25–27.
  • Authorities reported Mina has leptospirosis, a bacterial disease that can spread to humans, and found no records of medical care, controls, or treatment for the condition.
  • Mina was ordered transferred to the INVICTUS rescue and rehabilitation center in Pachuca, Hidalgo, where she is receiving specialized veterinary care.
  • Profepa said the precautionary closure is grounded in the LGEEPA and the General Wildlife Law and will be lifted once mandated urgent measures are met, with broader zoo inspections to be stepped up nationwide.
