Mexico Telecom Regulator Finalizes Mobile SIM Registry Rules as Nationwide Registration Starts Jan. 9, 2026

The CRT describes the identity-linked registry as a tool against phone extortion, assigning data protection duties to carriers.

Overview

  • Once the rules are published in the official gazette, the program begins Jan. 9, 2026, requiring every mobile line to be tied to a person or company.
  • Wholesale networks—Telcel, AT&T, Telefónica and Altán Redes—have 30 days to deploy registration platforms, after which operators get 120 days to register all active lines.
  • Users must present an INE voter ID or passport and their CURP; companies must provide RFC, and the mandate covers both physical SIMs and eSIMs used in Mexico, including by foreign users.
  • Unregistered numbers will be suspended with access limited to emergency, citizen services and operator portals until registration is completed; operators face fines of 0.01%–0.75% of revenues for noncompliance.
  • The CRT says carriers will store and protect data under Mexico’s personal data law, and it estimates implementation costs at about 4.05 billion pesos for platforms and identity validation.
