Mexico Telecom Regulator Finalizes Mandatory Mobile Line Registry to Begin Jan. 9, 2026

  • The CRT unanimously approved the final rules on Dec. 8, setting the registry to take effect upon publication in the Diario Oficial and to start operating on Jan. 9, 2026.
  • Wholesale networks must deploy the required platforms within the first 30 days, all operators then have 120 days to link their customer bases, and users have 120 days to register their numbers.
  • Individuals must present a voter ID or passport plus CURP to associate a line, companies must provide an RFC, and foreign users may register with a valid passport.
  • Unregistered SIM and eSIM lines will be limited to emergency and basic functions, users risk disconnection, and operators face fines ranging from 0.01% to 0.75% of company revenues.
  • The registry covers all active lines in Mexico across carriers including Telcel, AT&T, Movistar/Telefónica, Bait and Altán, with implementation costs estimated at about 4,053 million pesos largely for identity verification.
