Mexico Targets Prison Phone Extortion With Signal Blackouts Planned for Early 2026

Officials say a dozen prisons account for most reported extortion lines.

Overview

  • Twelve penitentiaries account for 56% of the 2,398 telephone lines flagged for extortion, according to the federal security ministry.
  • Authorities report that 33% of identified lines have been blocked after removing or changing antennas at Altamira and Matamoros and cutting all 3G/4G service around Santa Martha Acatitla.
  • The government plans to disable cellular signals at all 14 federal prisons and 13 facilities in Mexico City in the first quarter of 2026.
  • Since July 8, officials have conducted 730 inspections in 275 prisons and 4,608 reviews in federal Ceferesos, seizing more than 84,000 prohibited items including phones, chips, drugs and weapons.
  • Operators say 75% of attempted extortions were prevented via the 089 hotline, with 2,929 investigations opened and 478 arrests, as the broader period from September 2024 to October 2025 saw a 37% drop in daily homicides concentrated across seven states.
