Mexico Targets Bank IPAB Fee Write-Offs After Q2 Increase

The government proposes making 75% of these fees non-deductible from 2026 to raise about 10 billion pesos and align with U.S. and Canadian practice.

Overview

  • Banks paid 9,503,695,285 pesos to the IPAB in the second quarter of 2025, a 10.6% increase from a year earlier, according to data published in the Diario Oficial de la Federación.
  • First-half IPAB contributions reached nearly 19,000 million pesos, keeping 2025 on pace to challenge last year’s record if the trend holds.
  • BBVA México contributed 2,202 million pesos in Q2, followed by Banorte with 1,275 million and Santander with 1,165 million, with eight systemic banks providing about 77.9% of the quarter’s total.
  • The Paquete Económico 2026 sent to Congress includes a measure to restrict deductibility of IPAB fees, with Hacienda estimating roughly 10,000 million pesos in additional annual revenue and citing international harmonization.
  • The banking sector, via ABM president Emilio Romano, said the change would affect banks and confirmed talks with the Finance Ministry to address the impact.
