Overview
- Working with the state prosecutor’s office (FGJEM), the State Water Commission (CAEM) transferred custody of the wells to municipalities and community representatives via depositary agreements.
- Operations will be run by community delegates, municipal water agencies, or both, with extraction limited to authorized volumes and any commercial sale prohibited.
- Water service is being reactivated for household use at sites in Amecameca, Ixtapaluca, Calimaya, Cuautitlán Izcalli, Chimalhuacán, Tecámac, Texcoco, Tezoyuca, Toluca and Tultepec.
- The handovers stem from FGJEM resolutions accrediting local ownership and regulatory standing, while related criminal investigations continue.
- In recent weeks under Operación Caudal, authorities intervened at more than 160 suspected sites across 48 municipalities, targeted 190 irregular wells and connections, and seized over 250 tanker trucks, prompting protests by tanker operators in Toluca.
