Mexico State Raids Net Chalco Councilor and Two Union Leaders in Water-Theft Crackdown

  • Authorities said he is under investigation for the illicit extraction and sale of water and for probable kidnapping, extortion and dispossession, and he was booked into the Nezahualcóyotl state prison pending a judge’s decision.
  • A day earlier he had been reported missing; officials later confirmed his detention and said supporters protested outside local facilities seeking his whereabouts.
  • On November 22, prosecutors also detained Juan “N” (linked to FITTAM and SUTMEX) with firearms seized and Guillermo “N” of the Sindicato 22 de Octubre in Ecatepec, both identified as priority targets and now facing extortion cases.
  • Operation Caudal’s second phase follows October sweeps across 48 municipalities that intervened nearly 190 sites and secured hundreds of water tankers, as probes continue into networks using union façades and suspected property invasions tied to illegal tapping of wells.
