Mexico State Puts New Traffic Code Into Effect With Variable Fines and Female-Led Enforcement

The rollout emphasizes safer roads through behavior-based penalties and technology-enabled collection.

Overview

  • The updated Reglamento de Tránsito took effect on November 25 with an initial policy to apply only minimum-range fines during an adaptation period.
  • Fine amounts now move across minimum, medium and maximum ranges based on unpaid-infractions history, expressed in UMAs from roughly 3 to 100, with cellphone use reaching up to 20 UMAs for repeat offenses.
  • Only female traffic agents are authorized to issue tickets, wearing identifiable uniforms with bodycams linked to the C5 and using handheld devices to record violations and accept card payments.
  • Automated enforcement with plate readers and video systems is active, and certain Mexibús lane and adjacent-lane speed violations qualify for a 50% discount if paid within 15 business days.
  • Drivers can pay immediately via agents’ handheld terminals, at authorized stores and banks, or through the Infracción Transparente online portal, and out-of-state drivers may have documents temporarily retained to guarantee payment.
