Mexico State Ends Air Contingency as Normal ‘Hoy No Circula’ Rules Return Saturday

Sedema Edomex cited improved air quality and returned the program to its regular Saturday schedule.

Overview

  • Authorities suspended Phase 1 and the temporary Doble Hoy No Circula applied Dec. 24–25 in the Valle de Toluca and Tianguistenco zones after pollution levels eased.
  • On Saturday, Dec. 27, vehicles with Hologram 1 and plate endings 0, 2, 4, 6 and 8, all Hologram 2 vehicles, and foreign-plated cars may not circulate from 5:00 to 22:00 in CDMX and Edomex.
  • Vehicles with Hologram 1 and plate endings 1, 3, 5, 7 and 9, those with Hologram 00 or 0, and electric or hybrid cars are permitted to circulate.
  • The program operates year-round Monday through Saturday from 5:00 to 22:00 across Mexico City and participating State of Mexico municipalities, including the Valle de Toluca area added under a July 2025 update.
  • Penalty reporting varies: El Heraldo cites 20–30 UMA fines for violations, while Milenio reports 20–200 UMA, possible impoundment in CDMX, and notes a Valle de Toluca “socialization” period with fines starting Jan. 1, 2026.
