Mexico Starts Pilot Mobile-User Registry Linking New Lines to CURP

Carriers will collect CURP-based IDs, with data kept under privacy law without direct government access.

Overview

  • Pilot launched on September 1 under the ATDT with Telcel, Movistar, AT&T, Bait and Altán, formalized by an agreement signed at SSPC headquarters.
  • During the test phase, customers acquiring new prepaid or postpaid lines must present an official ID containing their CURP at carrier service centers to link identity to the number.
  • User information will be stored by operators in line with Mexico’s data-protection law, and officials say the government will not access these records.
  • The pilot runs through October, when the CRT is expected to issue formal guidelines and registration of new lines at all points of sale will become mandatory.
  • Existing active lines will have a defined period to complete registration, with carriers enabling remote enrollment to facilitate compliance.
