Mexico Starts Biometric CURP Rollout, Setting Up Mandatory National ID Transition

Online issuance will follow only for people with biometrics on file in agencies such as SAT or SRE.

Overview

  • Early deployment began on October 16 with in-person enrollment at authorized sites, and appointments are booked through RENAPO’s portal for pilot modules now operating.
  • Authorities plan to enable remote issuance via the Llave MX platform, initially restricted to users who consent to reuse biometrics already held by SAT, SRE or INE.
  • Article 91 Bis designates the biometric CURP as the national identification document with universal acceptance and imposes fines of 10,000 to 20,000 UMA on institutions that refuse it.
  • Reports indicate the traditional CURP remains valid during a transition period through February 2026 before broader requirements take effect.
  • Civil-society groups warn of privacy, centralization and cybersecurity risks as the Interior Ministry works under a 120-day mandate to define enrollment for children and adolescents.
