Mexico Signs National Pact to Coordinate Bienestar Programs Across 16 Agencies

The pact turns ad hoc coordination into a nationwide mechanism for faster, more transparent delivery of social support.

Overview

  • On Oct. 6, Social Welfare Secretary Ariadna Montiel and federal coordinator Carlos Torres Rosas signed the Convenio General de Colaboración with national representatives.
  • Sixteen ministries and institutions joined the accord, among them Agriculture, Education, Labor, SEDATU, Banco del Bienestar, IMSS-Bienestar, ISSSTE, Infonavit, Conavi, Finabien, INPI, Conapesca, Sepomex and Promtel.
  • The agreement formalizes interagency cooperation to improve efficiency and transparency in delivering assistance and supervising funds for priority programs.
  • Officials said the framework will pool human, technical and material resources while strengthening on-the-ground response through territorial delegates described as program stewards.
  • Leaders emphasized the programs as acquired social rights under a “Primero los pobres” approach, signaling operational consolidation and continuity rather than new benefits.
