Mexico Shuts La Pastora Zoo Over Welfare Breaches in Black Bear Mina Case

Mina is receiving specialized treatment at a rescue center following her transfer from the zoo.

Overview

  • Profepa imposed a temporary total closure after Sept. 25–27 inspections found severe deterioration of Mina’s health, malnutrition, skin lesions and a lack of rehabilitation protocols.
  • The agency ordered Mina’s immediate transfer to Fundación INVICTUS in Pachuca, where veterinarians are treating her leptospirosis and related conditions.
  • Records reviewed by inspectors showed a leptospirosis diagnosis with no documented treatment, a zoonotic risk that officials cited in applying the precautionary closure.
  • The shutdown will be lifted once urgent corrective measures are met, and Profepa says it will step up inspections of zoological facilities nationwide.
  • Parque Fundidora’s leader called the closure politicized and announced legal action, while the zoo and state officials assert Mina arrived already ill, a claim under federal review.
