Mexico Sets January 2026 Start for Universal Health Registration and Single Credential

The plan creates a consent-based registry to unify records across IMSS, ISSSTE and IMSS-Bienestar, enabling care at any public facility by 2027.

Overview

  • National enrollment will begin in January 2026, with every resident receiving a health credential for the new Registro Nacional de Salud.
  • People without IMSS, ISSSTE or IMSS-Bienestar affiliation will also obtain the Credencial del Bienestar to be recognized within the system.
  • Sharing of medical histories across institutions will occur only with each person's consent to protect patient data.
  • The registry will underpin a national health census and create initial digital medical histories for older adults.
  • The rollout builds on ongoing investments and logistics reforms, including 31 new hospitals and 12 family medicine units in operation this year and reported medicine supply at 97% in IMSS and ISSSTE and 92% in IMSS-Bienestar despite supplier noncompliance.
